			<content:encoded><![CDATA[<p>OceanSpeak is a collaborative project of the <a title="College of Exploration" href="http://www.coexploration.org" target="_blank">College of Exploration</a>, <a title="Literacy Volunteers of America Monroe County" href="http://www.lva-monroe.org/" target="_blank">Literacy Volunteers of America </a>and the <a title="NOAA Office of Education" href="http://www.education.noaa.gov/" target="_blank">National Oceanic and Atmospheric Administration (NOAA)</a>.  The goal is to use technology, the ocean, and NOAA places and resources to assist Literacy Volunteers  help non-English speakers learn English.  This pilot project began on 1 October 2010 and will run for two years, with the possibility of a roll-out nationally. The pilot project will be in south-east Florida with a focus on the <a title="Florida Keys National Marine Sanctuary" href="http://floridakeys.noaa.gov/" target="_blank">Florida Keys National Marine Sanctuary</a>, and other Florida based NOAA activities and resources including NOAA&#8217;s <a href="http://www.aoml.noaa.gov/" target="_new">Atlantic Oceanographic and Meteorological Laboratory (AOML)</a> and the <a href="http://www.sefsc.noaa.gov/" target="_new">Southeast Fisheries Science Center(SEFSC)</a></p>
